Vamana Deva, the incarnation of Vishnu as a dwarf.
The pious yet demonic king Bali had conquered all of heaven and earth, thus ousting Indra from his position as king of heaven. The demigods consulted Vishnu who told them he would take care of their problem.
Vishnu appeared as a small brahamna (the priestly class) dwarf, upon his decension to earth all of the gods such as Brahma, Shiva, Parvati & Brihaspathi offered gifts to him and offered their obeisances. Vamana travelled to the sacrificial arena of Bali Maharaja, while travelling there his effulgence was so bright that the demons thought surely that Surya must be approaching them. Vamana, having now reached the sacrificial arena of Bali Maharaja, Vamana asked for charity from the king (charity is traditionally given the brahmanas, especially from the kings) he asked simply for a plot of land as large as his three paces. The court seemed somewhat amused that this dwarf who was no larger than the size of a small child only asked for three steps of land. Bali Maharaja tells Vamana Deva “I’m the king of the entire three worlds, you could ask for anything you want and you’re only asking for three paces of land?” Vamana Deva again replies that he only needs the three paces of land.
At this point, Shukracharya, the guru of the demons and of Bali Maharaja warns Bali not to give in charity anything to Vamana, warning Bali that Vamana is in fact Vishnu, the friend of the demigods who has appeared to retake Indras throne. After a long discourse by Shukracharya, Bali still decides to give in charity everything to Vamana, knowing that his whole kingdom will be taken and that he will be removed from his position, he surrendered completely to Vishnu.
As soon as Bali had told Vamana Deva that he may have his three steps of land, Vamana assumed a massive cosmic form. Bali Maharaja could see Vamana’s form had covered all of the sky, that his hands reached in all directions. He could see the entirity of creation on Vamana’s form " My dear King, on the heart of Lord Murari he saw religion; on the chest, both pleasing words and truthfulness; in the mind, the moon; on the bosom, the goddess of fortune, with a lotus flower in her hand; on the neck, all the Vedas and all sound vibrations; on the arms, all the demigods, headed by King Indra; in both ears, all the directions; on the head, the upper planetary systems; on the hair, the clouds; in the nostrils, the wind; on the eyes, the sun; and in the mouth, fire. From His words came all the Vedic mantras, on His tongue was the demigod of water, Varunadeva, on His eyebrows were the regulative principles, and on His eyelids were day and night. [When His eyes were open it was daytime, and when they were closed it was night.] On His forehead was anger, and on His lips was greed. O King, in His touch were lusty desires, in His semen were all the waters, on His back was irreligion, and in His wonderful activities or steps was the fire of sacrifice. On His shadow was death, in His smile was the illusory energy, and on the hairs of His body were all the drugs and herbs. In His veins were all the rivers, on His nails were all the stones, in His intelligence were Lord Brahma, the demigods and the great saintly persons, and throughout His entire body and senses were all living entities, moving and stationary. Bali Maharaja thus saw everything in the gigantic body of the Lord. " ~ Srimad Bhagavatam
With Vamana’s first footstep he crossed all of the earth and lower planets. With his second he covered all of heaven, even to the plant of Brahma, Brahmaloka, which beauty paled in comparison to the big toe of Vamana, Vamana’s toe reached so high that it pierced the very top of creation, causing it to open and for the Ganga river to fall from the heavens and bathe his feet. Vamana Deva, having not been given his promise of three steps of land from the king, ordered the gods and his associates to arrest Bali Maharaja. Bali Maharaja, while tied in the ropes of the wind god Vayu and still very sincere in his promise, told lord Vamana to place his third footstep on his head. "Bali Maharaja had already offered everything to Your Lordship. Without hesitation, he has offered his land, the planets and whatever else he earned by his pious activities, including even his own body. ~ Srimad Bhagavatam
Because of Bali Maharajas complete surrender, Vishnu rewarded him. "Because of his great tolerance, I have given him a place not obtainable even by the demigods. He will become King of the heavenly planets during the period of the Manu known as Savarni. Until Bali Maharaja achieves the position of King of heaven, he shall live on the planet Sutala, which was made by Visvakarma according to My order. Because it is especially protected by Me, it is free from mental and bodily miseries, fatigue, dizziness, defeat and all other disturbances. Bali Maharaja, you may now go live there peacefully." ~ Srimad Bhagavatam
